EU Launches €20 Billion "AI Superfactory" Plan to Supercharge Artificial Intelligence Infrastructure

In a bold move to strengthen its position in the global AI race, the European Commission has unveiled the “AI Factories Action Plan”, a €20 billion (approx. $21.7 billion) initiative aimed at transforming Europe into a powerhouse of artificial intelligence innovation and infrastructure.

What Is the “AI Superfactory” Plan?

Under this ambitious strategy, the EU plans to build up to five large-scale “AI Superfactories”—state-of-the-art facilities equipped with high-throughput supercomputing and data centers. These AI supercomputers will deliver four times the training throughput of current systems, enabling advanced model training for complex AI applications.

In addition to the flagship superfactories, the EU will allocate an extra €10 billion to establish at least 13 smaller AI factories across member states. These facilities will cater to startups, enterprises, and research organizations, offering them high-performance computing (HPC) resources to develop next-generation AI models and applications.

All AI factories are expected to be operational by 2026.

Core Pillars of the EU’s AI Action Plan

The AI Factories initiative is part of a broader “AI on the Continent” strategy focused on five key pillars:

Massive AI Computing & Data Infrastructure
Building an integrated network of high-performance AI factories to support training of large-scale models.

Data Accessibility
Expanding access to high-quality, large-scale datasets, essential for model training and algorithm development.

AI Algorithm Innovation & Sector Adoption
Encouraging innovation in AI algorithms and ensuring widespread adoption across strategic sectors such as healthcare, energy, manufacturing, and defense.

Skills & Talent Development
Investing in upskilling and training initiatives to boost the number of AI-literate professionals and engineers in the region.

Regulatory Streamlining
Simplifying AI-related regulations and ensuring responsible, ethical deployment of artificial intelligence.

Supercharged with AI Chips

According to the Commission, the top-tier EU AI Superfactories will be powered by up to 25,000 advanced AI processors per supercomputer, with over 100,000 chips deployed at each site. This hardware capacity is expected to match or surpass the capabilities of the world’s leading AI data centers, enabling the EU to compete with the likes of the U.S. and China in AI innovation.
